The next step in race to the net neutrality frontier is expected to be a challenge current net neutrality rules. The FCC's review of existing net neutrality rules will commence this spring. Rosenworcel intends to speak in favor of her efforts with an open record (her office was invited to testify before the public) rather than having formal record of her testimony limited to FCC employees. A number of questions have emerged about the approach to rules and agency's stance on whether rules require strong neutrality — if they do, which net neutrality rules should be repealed.
